The word "Soviet" literally means "Council" and is used to describe an alternative to Democracy whereby decisions are taken out of thr hands of a polity which is under various harmful influences and instead is put into the hands of a Soviet, a Council as for example in China. In this regaed the UNC (United Noahide Council) also promotes a "Soviet" system of the Rule of Law rather than democracy.
