The word "Soviet" literally means "Council" and is used to describe an alternative to Democracy whereby decisions are taken out of the hands of a polity which is under various harmful influences and instead is put into the hands of a Council as for example is still done in China. In this regard any UNC (United Noahide Council) also promotes a "Soviet" system of the Noahide Rule of Law rather than electing representatives to change the law.
