The word "Soviet" literally means "Council" and is used to describe an alternative to Democracy whereby decisions are taken oit of thr hands if the Public under various influences and is put into the hands of a council instead. In this regaed the UNC (United Noahide Council) is also a Soviet system rather than a democratic one.
